Adam Borchard serves as the Manager of the North Delta Water Agency and the Executive Director of the California Central Valley Flood Control Association. Previously, he was the Director of Government & Public Policy at the California Fresh Fruit Association, where he managed federal and state policy portfolios and cultivated relationships with elected officials and policymakers and built coalitions with other organizations. 

Prior to working with the California Fresh Fruit Association, Adam served as a Regulatory Advocate and State Relations Analyst at the Association of California Water Agencies. Additionally, he is a graduate of the University of California, Davis, the University of the Pacific McGeorge School of Law, and the California Agricultural Leadership Program.
